Memorandum from Assistant to the President for National Security Affairs Henry Kissinger to President Richard Nixon

In the summer of 1969, President Nixon had asked Pakistani head of state Yahya Khan to communicate to Prime Minister Chou En-lai the United States’ interest in opening talks with the Chinese. This memorandum explains Khan’s request for something specific to say to the Chinese.
